Summary

Electronic declarations (eDECs) were introduced in 2006 to provide a digital format for the completion of National Vendor Declarations (NVDS). These forms were created to be identical to that seen on a traditional paper NVD but still needed to be printed and supplied in hard copy. As new developments in the technical documentation occurred, eDECs became outdated and obsolete compared to the new electronic National Vendor Declaration (eNVD). This project was undertaken to perform end of life maintenance on the eDEC system including turning off the website and assist with the transition and filing of the forms for retrieval and audit purposes.

Objectives

1. Perform maintenance including bug fixes within the eDEC system for NVD forms, commodity vendor declarations, MSA vendor declarations and NFAS declarations
2. Encourage eDEC system operations for all browsers

Perform maintenance, including bug fixes within the eFORM, as accessed from LPA profiles and helpdesk administrators, including:
o Producer emergency declarations
o Standardised reporting
o Faxing option
o Email option

Perform activities required to decommission the eDEC system including:
o Turning off the website
o Stopping interactions with the LPA service centre
o Providing API data to be accessed by other ISC systems and/or
o Migrating data into another secure location
o Reforming data to ensure it is in a consistent and accurate format
o Provide documentation on system and solution architecture

Key findings

The decommissioning of eDEC led to an increase in adoption of the eNVD system.

Benefits to industry

The movement from eDECs to eNVDs will enable greater adoption of the eNVD system, while also allowing for increased ease of form completion and reduction in duplicative spending.
