Summary

The NLIS Animal Identification Technology Approval Program Operational Framework Project was undertaken to meet the evolving standards of the red meat industry by designing and documenting the service delivery model, associated processes and the financial considerations of the NLIS Animal

Identification Technology (AIT) Approval Program. Project scope included:


1. Review of the proposed Program operational framework and implementation plan;
2. Assessment of the feasible Program service delivery framework options, including cost and resourcing models;
3. Identification of core processes to support ISC’s preferred delivery framework;
4. Documentation of core processes per scope item 3;
5. Development of a suggested pricing model for the Program.

Objectives

The project objectives were to:


1. Review the proposed operational framework documents that have been developed for the Program (Fundamentals and Definitions, Standards, Rules), and the high-level implementation plan for the Program.
2. Assess the feasible delivery frameworks (e.g. internal delivery versus outsourced) that ISC could explore to underpin the implementation of the Program, including cost and resourcing models associated with each option.
3. Identify core processes and workflows that need to be developed to support the high-level implementation plan and ISC’s preferred delivery framework.
4. Document core processes and workflows identified under Objective 3
5. Develop a suggested pricing model for the Program

Key findings

This project identified the required framework components to operationalise the NLIS AIT Approval Program. The project raised 11 insights based on the review of the existing operational framework including the need for ISC strategic alignment, broad Program stakeholder needs assessment, Program budget considerations, AIT trial period assessments and other areas, which were considered in the subsequent streams.
Twelve processes were identified and documented containing nine embedded process improvements to support the implementation of a blended service delivery model. Process maps developed through the project will be used by ISC to operationalise the implementation of the program.

Benefits to industry

This project provides benefits to the red meat industry through enhanced visibility of the NLIS AIT Approval Program Standards and Rules, a selected service delivery model which incorporates independent third party compliance partners, embedded timely transparent feedback for manufacturers and integrated ISC Program constituent management, which should remain a focus for further implementation and ongoing continuous service improvement.

Integrity Systems Company is now using the project outputs to operationalise the NLIS AIT Approval Program framework.

Future research

To further enhance the impact of the Program, four additional areas for consideration have been identified throughout the Project to guide future research and recommended activities:


• NLIS AIT Approval Program implementation activities to stand up the program including but not limited to contract development, constituent identification and process operationalisation;
• Constituent-led design and discovery may enhance future industry engagement by reducing the burden of compliance;
• NLIS AIT Approval Program digital investment is recommended to streamline and digitise processes through the implementation of the most relevant and impactful technologies and software;
• NLIS AIT innovation may be enhanced through a global AIT market scan and further exploration of partnership opportunities in the region.
