Summary

In summary, we consider the need to change the nature of engagement of PDOs within the VBM program from salaried positions within State government departments to contractual arrangements with suitably skilled personnel based on defined jobs or projects. This may or may not require involvement of personnel from State governments, the inclusion of who would be based on their relative skill base in relation to the projects/jobs to be contracted within the program. Overall coordination of the projects and jobs being undertaken within the VBM program should reside with the Program Coordinator.
